No module name collection

i just started to to work wit the Hello Web App book. At the very Intial stage i stucked.
my first doubt is that the url which you have mentioned in this book is inside the app directory or inside the proejct dir ?? Let me clear this one. say first we create Project using command startproject. and inside the project we create a app using startapp. so my doubt is that in which url should i modify it. and where should i place forms.py file?? whether inside project dir or app dir ?? … and it would be great if i let to know the project structure of this web app… thanks :)
